As a Program Manager II at SNC, you will oversee the integration and management of multiple complex projects and major systems, ensuring successful customer relationships, cost control, scheduling, and technical execution. Managing programs with budgets of $20M or more, you will supervise project staff, handle high-risk cost and schedule considerations, and lead proposal tasks from initial customer interaction through contract award. The Mission Solutions and Technologies (MST) business area provides affordable, turn-key command/control, communications, integrated ISR, force protection and security solutions worldwide. The MST team has a long legacy of supporting the Department of Defense, Department of Homeland Security, commercial and international customers with years of experience in platform operations, engineering and full lifecycle management across domains – air, land, sea, space and cyber. Responsibilities: Oversee total Program Integration Management for multiple complex projects and major systems, focusing on customer relationships, cost, schedule, and technical planning. Track and report on project status, technical execution, and overall program performance. Manage high-risk programs with budgets of $20M or greater, involving high customer interaction. Supervise program and project staff to ensure successful project outcomes. Lead proposal tasks from first customer interaction, including defining requirements, creating basis of estimates, negotiating, and securing contract awards. Participate in business resource planning and tracking in coordination with other corporate entities. Formulate and lead a team to fulfill program requirements. Identify, track, and resolve program issues and problems. Manage program risks by identifying, mitigating, tracking, and managing them. Conduct routine meetings and interface on project/program status. Develop proposals, conduct research and fact-finding, coordinate audits, and negotiate with project/program stakeholders to ensure initiatives meet cost, budget, and schedule constraints. Support the Program Director and Business Operations in fulfilling their responsibilities for the Business Area. Qualifications You Must Have: Bachelor's degree in Business, Finance, Project Management, Management, Engineering or related field. 8 years of progressive experience in project or program management. 3 years leading medium scale projects; scope spanning 1-2 years, while leading teams made up of 5 cross functional team members. Relevant experience can be considered as a substitute for the required educational qualifications. In the absence of a degree, a minimum of 12 years of related experience is required. Higher level relevant degree may substitute for experience. Experience with the evaluation of requests for proposals and/or quotes. Experience with preparing, reviewing, and submitting proposals and/or quotes. Experience with managing a complex project or larger program. Experience in team building, time management, conflict resolution, communication, briefing, presentation, strategic thinking, marketing, and literacy in the program management disciplines. Demonstrated financial acumen to ensure decisions are fiscally sound and responsible. Requires ability to execute coordination of all elements of a program, i.e., Program integration management. Perform task coordination, resource development, stakeholder identification, etc. Capability to manage program lifecycle conflicts, prioritize competing priorities/requests, and evaluate available resources. Requires ability to identify, assess, and control financial, technical, and legal risks.
