Department Overview
The Government Affairs organization (GA) manages Motorola Solutions' outreach and advocacy on public policy and regulations seeking to leverage government relations to realize business opportunities. GA builds and maintains relationships with government representatives globally, working to develop and preserve regulatory and political environments that are favorable to the company's profitable growth. GA is responsible for advocating Motorola Solutions' public policy positions with governments in the United States and abroad. In addition, the organization houses the company's country management organization.
Job Description
As a Government Affairs Director, Spectrum Policy & Regulatory Affairs you will be responsible for:
Developing and implementing spectrum policy and regulatory positions in support of MSI business goals and objectives, coordinating MSI spectrum and regulatory strategies between different regulatory regimes, balancing the differences in spectrum availability and regulations between countries to advance MSI interests
Establishing and maintaining strong relationships with government officials including regulators and other policy and decision makers and their staffs
Represent MSI externally at regional and international spectrum conferences such as the World Radio Conference, and at industry, public safety and other trade association conferences and meetings ( e.g. , TIA, EWA, IWCE, APCO) acting as the face of MSI on such issues
Formulate and coordinate written comments on behalf of MSI to be filed with relevant regulatory bodies as assigned ( e.g. , Federal Communications Commission, National Telecommunications and Information Administration, Federal Aviation Administration, and Industry Canada) and work with MSI Sales, Product and Services organizations and the CTO’s office to inform and support the business and proactively raise and address potential areas of concern
Prepare technical, spectrum, and economic reports and analysis
Ensure senior management is fully briefed on major issues arising in relevant business areas and major regulatory changes in the area of expertise
Seamlessly collaborate cross-functionally with the Company’s mid to senior level business managers and employees on business objectives
Manage and direct a team of internal experts and consultants in the fulfillment of these responsibilities
Specific Knowledge & Skills:
To be successful as a Government Affairs Director, Spectrum Policy and Regulatory Affairs, you should have:
Bachelor's Degree in Electrical Engineering or Juris Doctorate Degree
10 years of Government Affairs or Government Regulatory Agency experience
Must have experience in of the following: RF, Spectrum or Wireless Communications
Knowledge of spectrum and other related regulatory and policy issues impacting Motorola Solutions global businesses is a plus
Demonstrated knowledge of the global radio communications industry
Experience in public safety and defense communications a plus
Experience building consensus among different industry and/or government stakeholders
Demonstrated experience working directly with government officials to advance business objectives
Excellent communication skills, both written and oral demonstrated ability to communicate effectively to influence, negotiate and persuade.
Demonstrated writing ability with experience drafting items for submission to government authorities
