About the Environmental Management Group
As part of the SFPUC’s Infrastructure Division, Environmental Management Group (EMG) manages California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) approvals for SFPUC’s capital projects in collaboration with the San Francisco Planning Department (CEQA lead agency) and various federal agencies (NEPA lead agency). EMG also acquires resource agency permits (e.g., U.S. Army Corps of Engineers, U.S. Fish and Wildlife Service, Regional Water Quality Control Board, California Department of Fish and Wildlife) and ensures environmental compliance during construction. With a variety of power, water, and sewer infrastructure from O’Shaughnessy Dam in Yosemite National Park to the San Francisco Bay, our team enjoys working on diverse projects across urban, agricultural, and natural landscapes.
About the Position
Under the direction of the Environmental Management Group Manager, the Planner III Environmental Review will manage and perform complex planning and environmental review. This position will develop project descriptions, project management, analyze environmental impacts and mitigation measures, manage and review technical studies and reports, and provide information on environmental matters to other SFPUC enterprises/bureaus/divisions, City Departments, and the public.
The essential duties of this position include but are not limited to the following:
Advises project teams on strategies to avoid or minimize the environmental impacts of projects during the planning, design, and environmental review phases, and to streamline environmental review and permitting. Interprets plans, policies, permits, CEQA or NEPA documents, laws, and regulations and ensuring that SFPUC activities are compliant. Scopes and manages consultant contracts, including scheduling and budget management. Prepares and/or directs consultants in the preparation of various environmental reports, including exemptions, Mitigated Negative Declarations, and Environmental Impact Reports pursuant to the CEQA and exclusions, Environmental Assessments, and Environmental Impact Statements pursuant to the NEPA. Prepares and directs consultants in complex analysis and preparation of technical reports for a range of environmental matters such as air quality, health risk, noise, traffic, hazardous materials, biological resources, water quality, hydrological, paleontological, and cultural resources. Manages consultants conducting field work during environmental review, such as wetland delineations, special status species surveys, ambient noise monitoring, and cultural surveys.  Analyzes and reviews documents prepared for compliance with local, state, and federal laws.  Prepares technical reports and correspondence. Collaborates and coordinates with multidisciplinary staff from other SFPUC enterprises/bureaus/divisions and City Departments. Interprets and explains technical and procedural aspects of environmental review to the public, boards, and commissions. Represents SFPUC at public hearings and construction site visits with other agency staff. May perform environmental permitting and construction compliance related duties. May supervise, train and evaluate subordinates.
The Planner III-Environmental Review position also performs other duties as assigned to Class 5298.
Minimum Qualifications:
1.  Baccalaureate degree from an accredited college or university AND four (4) years (8000 hours) of verifiable full-time equivalent experience either:      A. performing environmental review functions OR      B. in a city/regional/urban planning environment preparing documents for entities such as California Environmental Quality Act (CEQA), California Department of Fish and Game, U.S. Fish and Wildlife Service, U.S. Army Corps of Engineers, Regional Water Quality Control Board, Federal Aviation Administration (FAA).
