Job Description

We are seeking a detail-oriented OSP (Outside Plant) Permitting Specialist to support our fiber construction and engineering operations. This role acts as a liaison between field data collection and official permitting requirements of cities, counties, DOT agencies, and private utilities. Schedule and Modality: • Schedule: 8:00 AM to 5:00 PM Central Time • Modality: Preferably on-site to start Responsibilities: • Design and Drafting: Create accurate permit drawings using AutoCAD to show intersections, existing utilities, proposed fiber routes, plan/profile views, and jurisdiction-specific layouts. Place underground and aerial infrastructure based on field measurements. • Data Integration: Interpret raw field notes, utility data, and measurements from field technicians into detailed, scaled CAD drawings. • GIS Mapping: Use GIS platforms (ArcGIS, ESRI, QGIS, or similar) to manage spatial data, align routes with utility grids, and maintain digital maps. • Permit Lifecycle Management: Prepare, submit, and track permit applications across city, county, state DOT, and private utilities. Ensure compliance with local Right-of-Way (ROW) and utility franchise rules. • Quality Control: Validate drawings for accuracy, scale, and compliance with customer and municipal standards. Incorporate revisions, cost changes, and as-built updates. • Collaboration: Coordinate with field technicians and project managers to clarify measurements, resolve conflicts, and gather data. Submit completed drawings and manage revision requests. Required Experience and Skills: • Minimum 2 years' Utilities Permitting experience (Fiber, Power, Gas, or Water). • Experience creating maps, drawings, and permit submissions for utility projects. • Proficiency in AutoCAD; ability to create drawings from scratch is mandatory. • Experience with GIS tools such as ArcGIS, ESRI, or QGIS. • Proficient in Microsoft Excel and Outlook. • Strong skill in interpreting field notes, measurements, and infrastructure placements. • U.S. permitting experience preferred; candidates with it will be prioritized. Personal Attributes: • Precision-focused with high attention to detail. • Organized and disciplined in documentation. • Resourceful in addressing unclear or changing municipal requirements. • Deadline-driven and able to work under time-sensitive conditions. • Strong communicator capable of coordinating with field and project teams.
